The four tiers, honestly

Template configuration. A purchased theme, your logo and colours applied, your copy dropped in. Fast and inexpensive. Appropriate for a business that needs a credible presence quickly and is not competing on brand.

Customised template. The same foundation with meaningful design work, custom sections and proper content. Better, and the point at which the outcome starts depending on who does it.
