Jeddah is not Riyadh with a coastline. The audiences, the sectors and the rhythm of the year are different, and an agency that treats the Kingdom as one market will spend your budget in the wrong places.

Jeddah has always been the Kingdom's commercial gateway and its most outward-facing city, and it markets differently from Riyadh as a result. The economy leans toward trade, hospitality, retail, food and the vast seasonal movement of pilgrims through the Red Sea coast. The culture is more relaxed in tone. The consumer is well travelled and price-aware. And the calendar is dominated by two peaks that have no equivalent anywhere else: the Hajj season and the months of Umrah traffic around Ramadan, when the city's population swells and entire categories of business make most of their year.

A digital marketing agency that has only worked in Riyadh, or one that has learned the Gulf from Dubai, will miss most of this. It will run the same campaign across the country, schedule it against a generic calendar, and wonder why Jeddah underperforms.

The Kingdom is several markets

Riyadh is government, corporate and the giga-projects, with a large population of young professionals and an appetite for new brands. Jeddah is commerce, tourism and lifestyle, with older established families and a strong food culture. The Eastern Province is industry and energy, with a distinct Gulf-facing character. The smaller cities have their own patterns again. A national campaign has to be built as regional campaigns that share a brand, with different creative, different timing, sometimes different offers.

Ask an agency how it would approach a launch in Jeddah specifically. If the answer is a national plan with a Jeddah line item, they have not thought about it.

What works in Saudi digital marketing now

Video, overwhelmingly. Saudi Arabia has one of the world's highest rates of video consumption per person, on short-form platforms and on YouTube, and campaigns built around video outperform static creative by margins that surprise businesses used to other markets. An agency without genuine video production capability, in Arabic, with an understanding of what Saudi audiences find engaging and what they find embarrassing, is working with one hand.

Search, in Arabic, with local intent, because people look for what is near them and the Kingdom is large. An agency that runs English search campaigns only is competing for the smaller, more expensive half of the market.

Influencer and creator partnerships, which are mature and regulated in Saudi Arabia, with licensing requirements for paid promotion and a well-developed ecosystem of creators in every category. The agencies that do this well have relationships and know the rules. The ones that do not will get you a post from someone with purchased followers.

WhatsApp, which for many Saudi businesses is the primary sales channel, and which rewards an agency that treats it as a system with automation, templates and a connection to the CRM rather than as a phone number in a bio.

Regulation is part of the brief

Saudi advertising is regulated, and the rules are enforced. Certain sectors have specific restrictions. Paid influencer content requires licensing. And the Personal Data Protection Law, fully enforceable since September 2024 and actively applied by enforcement committees, governs every lead form, every remarketing pixel and every customer database an agency builds. An agency operating in the Kingdom should be able to explain how it handles consent and data on your behalf without being prompted. If the question surprises them, that is a finding.

Seasonality is not a footnote

Ramadan reshapes the entire month: hours, tone, offers and the platforms people spend time on. Eid is a retail peak. The two Hajj-adjacent periods transform Jeddah. National Day and Founding Day have become significant commercial moments. Summer sees an exodus and a return. An agency should walk into the first meeting with a view of your year and where the money will be made, and should be able to show you how it timed campaigns for a previous client through the same cycle.

Questions to ask

Show me a Saudi campaign, in Arabic, that you ran through Ramadan, and what it produced. Who on your team writes Arabic natively and who produces video. How would you segment Jeddah from Riyadh for my business. What is your process for checking content against advertising rules. How do you handle personal data under the PDPL. What would you tell me to stop doing. And the one that reveals the most: what did not work for a previous client and what did you change.

Agree in writing what a qualified enquiry is before the first campaign runs. Keep your ad accounts, analytics and business profiles in accounts the business owns. And insist that the monthly report includes what failed, because a report with nothing in it but good news is a renewal document.
